GET TO KNOW STONEWATER INC.

Stonewater started in 2002 as a kitchen and bath remodeling company in southeast Texas. When Hurricane Ike caused significant damage to the community and the surrounding areas, Stonewater expanded operations to meet disaster recovery needs. 

Stonewater worked with the Port Arthur Housing Authority to reconstruct 50 units damaged by Ike. We worked alongside the Southeast Texas Regional Planning Commission to complete 301 reconstruction projects and 60 rehabilitation projects in two phases of a disaster recovery program. Following that program, Stonewater rehabilitated 60 units in the City of Galveston CDBG-DR program.  

More recently, Stonewater was selected in the initial group of seven construction companies by the Texas General Land Office to assist in residential Harvey recovery efforts. Under these contracts, Stonewater has completed 390 reconstruction projects, with additional projects currently in progress. With our history of disaster recovery assistance, we stand ready to provide needed services to communities throughout the nation. 

Stonewater has more than 20 team members with vast institutional knowledge in construction and CDBG-DR reporting and administration. Our personnel has experience in both construction and management within 27 federally-funded programs.

  • James Yarbrough

    PRESIDENT / OWNER
    Mr. Yarbrough brings over 15 years of executive leadership and broad business experience to his role. His strategic vision and guidance have played a pivotal role in propelling many businesses toward a successful future, fostering growth and innovation throughout the organizations he has been a part of.

  • Tracy Waldrop

    VICE PRESIDENT OF FINANCE
    Tracy has more than 10 years of disaster recovery experience. She has worked in many different positions within the company and understands the complexities of construction scheduling while maintaining superior customer service to all our homeowners. Her knowledge of office and accounting administration has provided her with the necessary experience to ensure all projects are within budget and completed on time.

  • Scott Vickers

    VICE PRESIDENT OF OPERATIONS
    Scott Vickers brings with him extensive experience in the field of disaster recovery, having worked on the Hurricane Ike, the Bastrop County Complex Fire, Hurricane Sandy, and Hurricane Harvey programs. Before joining Stonewater, Scott was on the program side of disaster recovery, focusing on developing policy, managing a construction team, and guiding a state-wide preconstruction group. A law school graduate, Scott interned in law school with the Department of Homeland Security (USCIS) and the Department of Justice’s Immigration Court, and worked in the field of bankruptcy and mass tort settlements.

  • Kelly Phillips

    VICE PRESIDENT OF CONSTRUCTION OPERATIONS

    With over a decade of experience in the construction industry, Kelly Phillips brings a wealth of expertise. In his role as VP of Construction Operations, he skillfully implements construction plans, making adjustments as needed to ensure compliance with project specifications. He provides effective supervision of the workforce, oversees material procurement, conducts rigorous quality control assessments, and collaborates seamlessly within the team to uphold project timelines and financial targets.

  • Crystal Sarvis

    PROJECT COORDINATOR

    Crystal Sarvis started with Stonewater in 2023. She brings with her more than a decade of CDBG-DR experience, working on both the vendor side and in county government. From single-family housing to mitigation programs to infrastructure, Crystal has administered a wide variety of programs. She understands the importance of compliance in government-funded programs, and is trained in Davis-Bacon, HUD Fair Housing/Section 504, and Section 3 requirements.
